安倍晋三首相は１０日のＮＨＫ番組で、憲法改正発議に必要な参院議席の３分の２を自民、公明両党に加え、おおさか維新の会など一部野党も含めて目指す考えを明らかにした。夏の参院選に臨むに当たり、「自公だけではなく、改憲を考えている未来に向かって責任感の強い人たちと３分の２を構成したい」と述べた。
首相は参院選の目標議席に関し「自公で確実に過半数を維持するのが私の責任だ」とした上で、「与党だけで３分の２は難しい。おおさか維新もそうだが、改憲に前向きな党もある」と指摘。改正を目指す具体的な条項については「これから議論が深まると思う」とするにとどめた。

成人式は水戸市五軒町の水戸芸術館の広場で開かれ、約１９００人が出席。新成人を代表して式典の実行委員長でもある専門学校文化デザイナー学院２年生の古谷（ふるや）直之さん（２０）がステージで「誓いの言葉」を述べているその時、事は起きた。
一部の新成人らがマイクを取り上げ、「おめえがあいさつしてんじゃねえ、このやろー」「なめんじゃねーよ」「みんな、よろしく～」「盛り上がっていこうぜ」などと拡声器で叫びながら、警備員の阻止を振り切ってステージに上がり、妨害行為に出た。
警備員らによって下ろされた後、古谷さんは誓いの言葉を続行し、「僕が話すことが気に入らない方もいると思います。みなさん、しっかりと成人としての自覚をもち、これから社会人としてはばたいていきましょう」と反撃。すると、ステージの下からは「てめーが代表じゃねえ、このやろー」などの罵声が飛んだ。
その後も、ステージの脇に設けられた大型スピーカーの設置台によじ登り、機材を壊し始めるなど、妨害行為はエスカレート。これらの行為を繰り返した面々は焼酎のボトルを会場で飲み続け、酔っ払っていた。
