私たちの睡眠・覚醒のリズムは “体内時計”によってコントロールされている。体内時計は約２５時間周期であり、２４時間周期の地球のリズムとは１時間のズレがあるのだが、朝、太陽の光を浴びることで、このズレをリセットしている。
この体内時計に深くかかわっているのが、“睡眠ホルモン”と呼ばれるメラトニンだ。夜、暗くなるとメラトニンの分泌量が増え、眠くなる。朝日を浴びることで、目から光の情報が脳の神経細胞に届くと、メラトニンの分泌をストップするように指令が出され、目が覚める。日中は分泌が抑制されているが、１４～１６時間後に再び分泌され、眠りの準備をする、というリズムがくり返されているのだ。＜安眠体質に変わる！体内リズムを整える10のコツ：真夏の夜の快眠術：日経Gooday（グッデイ） より一部引用＞

安全保障関連法案の審議が行われた１１日の参院特別委員会で、共産党の小池晃議員が、法案の成立を前提にした行動計画を記した「内部文書」が、防衛省内で秘密裏に作成されていると指摘した。中谷元防衛相はしどろもどろの答弁を繰り返し、質疑は紛糾。打ち切られる事態になった。
文書を入手した小池氏は「防衛省幹部の暴走。戦前の軍部と同じ」と批判、中谷氏の監督責任を追及する構え。法案成立を目指す安倍政権には想定外の「小池爆弾」となった。
文書は「『日米防衛協力のための指針』（ガイドライン）および平和安全法制関連法案について」。今年５月末、統合幕僚監部が作成。当時は閣議決定を受け、衆議院の審議が始まった時期だ。「今後の進め方」では、法案成立や法施行の時期に言及しているほか、南スーダンでの国連平和維持活動（ＰＫＯ）に関し、現法下で認められていない「駆け付け警護」の任務を付与する検討に触れた部分もあった。防衛省幹部は内部資料と認めた。
中谷氏は当初「いかなるものか承知していない」と答弁し、「法案を先取りするようなことは控えるべき」と釈明。小池氏は「国会審議の真っ最中に、法案成立を前提とした計画が議論されている。大臣が知らないとは大問題だ」と指摘した。
