高齢者人口が3000万を突破し、超高齢社会となった日本。とりわけ深刻なのが、600万人を超えようとする、独り暮らしの高齢者の問題だ。その半数、およそ300万人が生活保護水準以下の年金収入しかない。生活保護を受けているのは70万人ほど、残り200万人余りは生活保護を受けずに暮らしている。年金が引き下げられ、医療や介護の負担が重くなる中、貯蓄もなくギリギリの暮らしを続けてきた高齢者が“破産”寸前の状況に追い込まれている。在宅医療や介護の現場では「年金が足りず医療や介護サービスを安心して受けられない」という訴えが相次いでいる。自治体のスタッフは、必要な治療や介護サービスを中断しないように、生活保護の申請手続きに追われている。
“老後破産”の厳しい現実を密着ルポで描くとともに、誰が、どういった枠組みで高齢者を支えていくべきか、専門家のインタビューを交えながら考える。
