財務省はこれらの暴落論には同意しないが、便乗したい。「国債市場不安」をテコにして消費税増税論をあおりたい。日銀の異次元緩和で国債相場は上昇し、国債金利は下がり続けている（グラフ参照）。国債の利払い負担を減らせるので、金融緩和は大歓迎だ。しかし、日銀緩和だけでは市場に不安が残るので、消費税増税が欠かせないという論法である。
その論理が国債暴落の「テールリスク」論である。テールリスクとは、巨大隕石（いんせき）の地球への衝突のようにめったに起きないが、起きたら壊滅的な打撃を受けるという便法だ。日本国債について当てはめると、消費税増税を見送れば国債暴落リスクが高まる、という。昨年９月初めには伊藤元重東大教授が言い出して、黒田東彦（はるひこ）日銀総裁が同調するに及び、安倍晋三首相に消費税増税を決断させる殺し文句になった。

日本国債の大暴落は果たして起こりえるのか。
故障によるジェット機墜落の確率に比べれば格段に低いかもしれないが、壊滅的規模の首都直下型地震程度には起こりえるだろうとおれは思う。
つまりシステムとしての日本国債は確かに堅牢かもしれぬが、戦争や天災等の外部要因で大暴落はあっけなく起きてしまう、との認識だ。
もとよりデータ分析や実証的考証の結果ではなく、歴史から読み取れる教訓、ただの情緒的理解でしかない。
もっと言えば『絶対安全な債券などこの世には存在しない』という極論であって、これがシロートなりのバランス感覚ってわけ。

日銀が１８日発表した２０１４年４～６月期の資金循環統計（速報）によると、６月末時点の国債の発行残高は前年同月末比４・５％増の１０１３兆円となり、初めて１千兆円を突破した。高齢化で社会保障費が増え、国の借金が膨らんだ。
このうち日銀が保有する国債は４３・８％増の２１５兆円で、過去最高を更新。大規模な金融緩和で国債を大量に買い入れているためで、保有者全体に占める比率は２１・２％に上がった。一方、国内銀行は１２９兆円と６・３％減らした。
家計部門が保有する金融資産残高は、２・７％増の１６４５兆円となり、これまで最高だった１３年１２月末の１６４４兆円を上回った。
