米ミシガン州のリック・スナイダー知事は１日、デトロイト市に財政上の非常事態宣言を発令した。同市はミシガン州の管理下に入る可能性がある。
知事はフォーラムで「デトロイト市の財政上の非常事態を宣言することが適切だと確信する」と言明し、非常事態に対応する財政担当者の候補はすでに固まっていると述べた。

午後１１時４５分ごろ、東急東横線の学芸大学駅（東京都目黒区）に止まっていた渋谷発元町・中華街行きの電車内で異臭がしたため、乗客をホームに降ろした。上下線とも一時運転を見合わせたが、８日午前０時２０分ごろ再開した。
警視庁と東京消防庁によると、乗客がペン型の防犯用催涙スプレーを誤って噴射したという。周囲にいた２８人が目の痛みや気持ちの悪さなど不調を訴え、１０人が病院に運ばれたが、いずれも程度は軽かったとみられる。
スプレーをまいた乗客は「スプレーは友人からもらった。中身を知らずにいじっていたら噴射してしまった」と話しているという。噴射されたのは、唐辛子エキスという。

地震は「プレート型地震」と「直下型地震」の大きく２つに分類される。地球を覆うプレートとプレートがぶつかる境界面で生じる「プレート型地震」は地震の規模を示すマグニチュード（Ｍ）が大きく、震源が沖合のことが多いため津波が発生する危険性が高い。
一方、プレート内部のひずみから生じるのが「直下型地震」だ。プレート型よりマグニチュードは小さくなるが震源域が陸上であるため、被害が甚大になることが多い。
そして３．１１以降、最も危険が叫ばれるのが、首都圏を震源とする直下型地震「首都直下型地震」だ。昨年１月に東京大学地震研究所の研究チームが「Ｍ７級の首都直下型地震が今後４年以内に約７０％の確率で発生する」と警告したことで、さらに関心は高まっている。

東京都は今年４月に、Ｍ７クラスの震災が首都圏を襲った場合の被害想定を発表している。実は、今回の震源地の千葉県北西部は、想定されている「首都直下型地震」のなかで最も被害が深刻という東京湾北部地震と同エリアなのだ。
震源地の符合を踏まえた上で地震学者の島村英紀氏はこう語った。
「今回の地震は規模こそ大きなものではありませんでしたが、不気味な揺れですね。私見としては『関東が通常の状態に戻りつつある』という認識です。最近こそ大きな揺れはありませんが、歴史的にみれば関東地方は大地震が続発している地域です。江戸時代の記録などをみると震度４～５程度の地震は頻繁に起こっていました。つまり、通常とは頻繁に地震が起こる状態という意味です」
防災科学技術研究所理事長の岡田義光氏は、「今回の地震は直接、大地震を誘発するものではない」と語りつつも、首都直下型地震の危険性について説明する。
「首都直下型のＭ８クラスの巨大地震は、約２００年周期で発生していると考えられています。その巨大地震の発生後、約８０～１００年の“静穏期”を経て、再び“活動期”に入る。活動期に入ればＭ７クラスの地震が頻発し、最後にＭ８クラスの巨大地震が発生します。１９２３年の関東大震災から現在までの東京が静穏期だとすると、そろそろ活動期に突入する。Ｍ７クラスの地震はいつ起こっても不思議ではない」

８日午前７時１９分ごろ、東京都内と神奈川県で震度２の地震があった。気象庁によると、震源地は東京都杉並区で、震源の深さは約４０キロ。地震の規模（マグニチュード）は３・５と推定される。各地の震度は次の通り。
震度２＝千代田区大手町、江東区塩浜、世田谷区三軒茶屋、横浜市鶴見区、神奈川区神大寺、港北区日吉本町など。

昨日の早朝に発生した首都圏の地震では緊張が走った。震源地が東京２３区の真下、杉並区で起きたからだ。脳裏によぎるのは、「４年以内に５０％以下の確率で発生する」と予測されているマグニチュード（Ｍ）７級の大地震。不気味な揺れはその前兆なのか。
８日午前７時１９分に発生し、千代田区や新宿区、江東区、練馬区など都内各所で震度２の揺れを観測した地震。気象庁によれば、震源地は「北緯３５・７度、東経１３９・６度」の地点。東京都杉並区のＪＲ西荻窪駅前の約４０キロメートル地下が、Ｍ３・５の規模で動いた。

気象庁によれば、同所の半径１５キロ以内を震源地として発生した揺れを感じる地震は、関東大震災があった１９２３年以降で計４０回。うち、２０００年以降の発生回数は１７回だという。

Chi Chi – Just Let It Happen（1966/09）

Chi Chi was no newcomer to the music biz by the time she signed with Kapp records. She had enjoyed a hit record entitled,’Memory Lane’ on the Parkway label in 1963 with her group, the Hippies （formerly the Tams and the Stereos） and in 1964, she released one single on the mighty Red Bird label through Kama Sutra Productions as Chi Chi McCauley entitled,’I Know He Loves Me’. By the time 1965 rolled around, Chi Chi made occasional appearances performing in the local clubs in and around Philadelphia but the majority of her time was spent raising three kids and tackling the responsibility of running a household.
Meanwhile in New York City, songwriters, Art Polhemus, Bob Wyld and Wayne Storm had just composed and produced a song entitled,’If You’re Gonna Love Me’ that was issued as a single on Columbia records in the summer of 1965 with a vocalist named Regina. It was a jingle-jangly, folk meets Phil Spector type of pop arrangement that although quite good, it never made the charts.
Unbeknownst to Chi Chi, within a few months, this tune would be the song that would propel her musical creativity to the next level.
In February of 1966, another deal through Kama Sutra productions was made for a two record deal for her at Kapp records. The two A-sides were selected,’If You’re Gonna Love Me’ and Just Let It Happen’.
By request of the record company, there were even professional photographs of her taken. Chi Chi remembers: “…..A professional photographer from New York took pictures of me and said I was the worst he ever had to pose! He had me hanging over Macy’s roof in New York City in the winter!…..I never did see those photos.”
As with’I Know He Loves Me’ and’Memory Lane without You’ at Red Bird, Chi Chi received metal acetates with basic instrumental tracks for’If You’re Gonna Love Me’ and’Just Let It Happen’ to rehearse with before the recording session. （These rare and quite desired acetates Chi Chi still has）.
The monumental day of that Kapp session, Chi Chi recalls: “…..I rehearsed from an instrumental version on a track at Kama Sutra. Another time later, we went into Columbia Studios in New York City the likes I had never seen before! I asked, “Who was coming?” The’orchestra’ was on two levels; kettle drums, strings, everything…..I swore Frank Sinatra himself was going to show up! I was told that it was for my session. I was so nervous! Anyway, we did the songs a few times and then I left. I later went back into the studio and with a headset, recorded over the music. I think the background singers were added after or during the first session, and I did not see them when I was there.”
Issued in April 1966,’If You’re Gonna Love Me’ and’Just Let It Happen’ which was released in September of that year, were first class, gargantuan,’Wall Of Sound’ productions that showcased Chi Chi’s soulfully sultry vocal style as well as her powerful, emotively soaring voice. Although the best session players, producers, arrangers and background singers were on board for these amazing tracks, the singles failed to chart. A disappointing blow for all of those involved indeed but time certainly does change things. Original copies of these two discs have grown in popularity and stature over the years and now command nice sums of cash when they exchange hands.
Chi Chi remembers, “…..It’s so nice to hear people describe how they feel about those songs. Me AND my children appreciate them more now. And do you know what? I never was given copies of my records. I always had to go out and purchase my own records! Can you believe it?”
Today, Chi Chi, also known as Carole Devine, is still out there looking and sounding as great as ever performing for fans in venues near her home in Pennsylvania.

Mikie Harris – What Happened To Our Love（1965, unreleased）
For those who have a fondness for the sound of 1960’s Brill Building Girl Pop, this unreleased stunner from late 1965 fits the bill. Were it not for music historian Kyler Schwartz, this recording may have continued to languish away hidden and never to be aurally experienced. Plucked from his extensive collection, this recording was presented to Australian based Teensville Records where in October 2024 it was given a proper release fifty-nine years after the fact. With marvelous sound quality, it was included on a compact disc collection stuffed with other wonderful unreleased acetates and is highly recommended. The songstress/composer Mikie Harris may not be familiar to many, but her voice was one of a core group of talented female singers that provided background vocals for many 1960’s recordings emanating out of New York City. Miss Harris made her first known recording in 1962 at the age of twenty years old while living in Sarasota, Florida entitled,’Three’s A Croud’. She financed the session herself and pressed it on a label christened, Mam’selle Records. As fate would have it, the following year, friend and fellow singer Jean Thomas, convinced Mikie to come to New York where she and Ellie Greenwich were quite busy with session work and demonstration recordings. They thought a third voice would make a perfect trio for the load of studio work they were booked for. In 1964, Mikie relocated the Big Apple where the continuous studio work and on-going songwriting would continue well on into the 1980’s. Mike, Ellie and Jean would also at times be in various vocal ensembles that included, Toni Wine, Lesley Miller and Valerie Simpson. A few of Mikie’s stand-out discs are’Little Miss Lonely’ for Epic Records in 1964, which was the answer song to the Bobby Vinton hit,’Mister Lonely’. She sang as one of the Rag Dolls for their Amy Recordings and was also one of the group Les Girls, which had only one single on Laurie Records in 1965. Presented here is the raw audio lifted from the acetate disc, the original Mikie Haris recording of’What Happened To Our Love’. Located on the tenth floor of the building that houses the Ed Sullivan Theater, it was recorded at Tower Sound Studios, which was formerly Metropolitan Recording studios and would later become the New York Branch of the Philadelphia based, Sigma Sound Studios. The track fits nicely alongside Mikie’s January 1966 re-recording of’Three’s A Crowd’ issued on Gallant Records as it’s very similar in style and sound. The recording was unfortunately never released with a label, but the song was officially recorded by Lynn Sobey and issued on Dot Records in 1969.

東日本大震災の津波で２４人の死者・行方不明者が出た福島県富岡町の追悼式が９日、役場機能を移転した同県郡山市内のホールで行われ、約４００人の町民が黙とうをささげた。

東日本大震災の発生から１１日で２年になるのを前に、１８００人以上が犠牲になった岩手県陸前高田市で、犠牲者を追悼する式典が行われました。
岩手県陸前高田市では遠方に住む遺族などが参加しやすいよう１０日、追悼式が行われ、およそ３０００人が参列しました。
陸前高田市では震災で岩手県内で最も多い１５９４人が亡くなり、今も２１７人の行方が分かっていません。

“世界一のビートルズコピーバンド”として話題の「The Fab Four」が今月30日に、千葉県浦安市にある舞浜アンフィシアターで行われる、ビートルズのファンイベント「WANNA BE祭 なりきりビートルズ ヤァ!ヤァ!ヤァ!」に出演する。
同バンドは米国で97年に結成され、ビートルズファンも舌を巻くコピー精度の高さを武器に、05年からラスベガスのホテルと契約。ロングラン公演を成功させ、米LA Times紙も「世界一のビートルズバンド」と絶賛した。いまや動画サイトでも注目を集め、ドイツやフランス、ビートルズの故郷・イギリスなど、世界各国でライブを展開するほどの人気に。
今回が初来日となる。ビートルズのほぼ全曲を完璧に演奏できる彼らのライブは、ビートルズファンならずとも、必見といえそうだ。

Detroit Emergency Manager Targets Long-Term Debt for Cuts
By Chris Christoff – May 14, 2013 1:47 AM GMT+0900Detroit may run out of cash next month and must cut long-term debt and retiree obligations, according to emergency financial manager Kevyn Orr’s preliminary plan to save Michigan’s largest city from bankruptcy.
Orr’s report says the cost of $9.4 billion in bond, pension and other long-term liabilities is sapping the ability to provide public safety and transportation. He listed cutting debt principal, retiree benefits and jobs among his options.“No one should underestimate the severity of the financial crisis,” Orr said yesterday in a statement. He called his report “a sobering wake-up call about the dire financial straits the city of Detroit faces.”
The report, required under a state law that gives Orr broad authority over city government, offers guidelines for cost cuts while giving few details. The document delineates Detroit’s financial situation, noting it is “insolvent on a cash basis.” Its accumulated deficit will top $380 million by June 30, and by then it will run out of cash unless it defers pension payments and other obligations, according to the plan.
The Motor City is caught in a downward spiral of revenue from a shrinking tax base — it has lost two-thirds of its postwar peak population — while unemployment at 18 percent is twice the state level, according to Orr’s report. Managing an area larger than Boston, San Francisco and Manhattan combined has become increasingly difficult.

首都圏を襲う揺れについて、武蔵野学院大の島村英紀特任教授（地震学）は、関東大震災が発生した経緯に着目。明治、大正期には首都圏で中規模の地震が相次いでおり、当時と「似たものといえる」と指摘した。
「１８９５（明治２８）年の明治霞ケ浦地震（Ｍ７・２）を皮切りに、茨城周辺では関東大震災まで比較的大きな地震が相次いだ。関東大震災を起こした関東地震は２００年以上の発生周期といわれるが、東日本大震災によって地下の状況は“リセット”された可能性が高い。次の関東地震まで１００年以上の余裕があると油断はできない」
茨城県南部では１９２１年１２月、Ｍ７・０、最大震度６弱とみられる「竜ケ崎地震」があった。２２年５月にもＭ６・１、最大震度５弱の地震が発生。２３年に入って１月にＭ６・０で最大震度５弱、同６月には茨城沖でＭ７・１、最大震度５強の地震が起きた。
そして２３年９月１日。関東大震災が発生している。
「関東地震は大正時代のもの（Ｍ７・９）より、１７０３年の元禄関東地震（Ｍ８・２）の方が大きかった。次に起きる関東地震がどの規模になるのか、残念ながら予測できない」（島村氏）

「ルーベン・ギャラリー」がフォース・アベニュー６１番地のロフトに入っていた。ここでレッド・グルームスとアラン・カプロウによる「Happenings ハプニング」が行われていた。
カプロウこそ、この「ハプニング」という芸術表現、ムーブメントを生み出した人物であり、「ハプニング」というキャッチコピーを作ったのも彼である。
