民自公党首、消費税増税法案早期成立で合意「近いうちに信問う」
野田首相は８日夜、自民党の谷垣総裁、公明党の山口代表と会談し、３党合意に基づき、消費税増税法案を早期に成立させ、近いうちに国民に信を問うことで合意した。

　新党「国民の生活が第一」など中小野党６党が提出した内閣不信任決議案は９日夜の衆院本会議で、民主党などの反対多数により否決された。野党第１党の自民党や公明党は、消費税増税を柱とする社会保障と税の一体改革関連法案成立を優先し、採決を棄権した。ただ民主党２人、自民党７人が賛成票を投じ、造反した。一体改革法案は１０日午後の参院本会議で与党と自民、公明両党などの賛成多数で成立する。
　自民、公明両党は、野田内閣の信任につながる反対票は投じない一方、一体改革法案の早期成立を期すとした８日の３党首合意を受け、否決を確実にするため棄権を選択した。同法案の成立後は、衆院解散時期を「近いうち」とした３党首合意に基づき、野田佳彦首相に早期解散を迫る方針。解散攻防が続く見通しだ。
　首相は１０日、一体改革法案の成立後に官邸で記者会見し、今後の政権運営について説明する。
　民主党に９日離党届を提出した小泉俊明、小林興起両衆院議員は不信任案に賛成した。鳩山由紀夫元首相ら民主党議員６人は欠席した。中川秀直元幹事長ら自民党議員７人は、他の同党議員が退席した後も議場内に残り、賛成した。採決結果は賛成８６票、反対２４６票だった。

Composer Marvin Hamlisch dead at 68
(CBS/AP) Marvin Hamlisch, who composed the scores for dozens of movies including “The Sting” and won a Tony for “A Chorus Line,” has died in Los Angeles at 68.
Hamlisch collapsed and died Monday after a brief illness, his publicist Ken Sunshine said on behalf of the family. Other details were not released.

NEW YORK | Marvin Hamlisch was blessed with perfect pitch and an infallible ear. “I heard sounds that other children didn’t hear,” he wrote in his autobiography.
He turned that skill into writing and arranging compulsively memorable songs that the world was unable to stop humming – from the mournful “The Way We Were” to the jaunty theme from “The Sting.”
Prolific and seeming without boundaries, Hamlisch, who died at 68 after a short illness, composed music for film heroes from James Bond and Woody Allen, for powerful singers such as Liza Minnelli and Aretha Franklin, and high-kicking dancers of the Tony-winning “A Chorus Line.” To borrow one of his song titles, nobody did it better.

When Marvin Hamlisch auditioned for the Juilliard School of Music, he played not Chopin or Mozart but the American folk standard “Goodnight, Irene,” a choice that could have had lamentable results for any other prospective student.
But Hamlisch quickly established there was little about his talent that was ordinary: He could perform the song in any key the admissions committee requested – and he was but 6 years old.
By the time he was 30, the former prodigy – the youngest student the prestigious New York school had ever admitted – was a wunderkind composer for Broadway and Hollywood, whose contribution to American popular music would bring comparisons to Richard Rodgers and George Gershwin.

　山形県天童市は６日、勤務中に職場でけんかをして相手の服を破き、上司にも暴言を吐いたとして、地方公務員法違反（職務専念義務）で、市総務部の４０代女性職員２人を停職６カ月の懲戒処分にした。
　市によると、７月１８日午後１時４０分ごろ、２人は私的な理由からフロア中に響く大声で口論や取っ組み合いのけんかを始めた。１人が相手の服を破るなどし、約１５分後に男性職員が仲裁に入った。興奮した２人は聞き取りをした上司にも「死んでやる」と暴言を吐いた。
　市は反省が見られないことから、免職の次に重い停職６カ月とした。
　２人は文書整理の担当で隣の机に座っていた。日頃から折り合いが悪く、同僚から「とうとうやってしまったか」との声が漏れたという。

Out of Los Angeles, this 1964 release is one of the many arrangements that Jack Nitzsche created for a variety of artists signed to the Reprise label. ‘This Is Worth Fighting For’ has a gradual building arrangement with impassioned vocals by Billy Ford singing lyrics that tread into the same story telling territory as the 1965 release by June Adams on Roulette Records entitled,’The Human Race’.
In 1967, producer Al Scmitt and arranger, Nick DeCaro along with many of the same musicians issued another version of the tune sung marvelously by GIL BERNAL and released on RCA Victor.

党首会談が行われた８日朝、最初の３党折衝は午前９時からの国対委員長会談だったが、そこで、いわゆる「密約文書」について話し合われていたのだ。実は、私（＝鈴木哲夫）は、この会談の詳しいやり取りを記したメモを、関係者から入手した。
　公明党の漆原良夫国対委員長「文書を詰めなければならない。口頭で言った、言わないという話になってしまう。文書で残すということだ」
　自民党の岸田文雄国対委員長「形あるものを詰めないとダメだ」
　民主党の城島光力国対委員長「えらい作業だ」
　漆原氏「ギリギリの作業だ。それぞれ党内を抱えながらになる」
　岸田氏「ずっと表で行くのか、裏で行くのか」
　漆原氏「裏だね」
　岸田氏「全部表では持たない」
　城島氏「持たないっすよ」
　漆原氏「あとは水面下でやればいい」
　城島氏「それはそうだ」
　文書とは、増税法案成立と引き換えに、衆院解散をどう確約するかを明記する「紙」のこと。３党の国対委員長はこの作成で合意し、その作業は徹底して裏で進めることも申し合わせていたとみられる。作業の窓口についてはこうも交わされたという。
　漆原氏「幹事長レベルでやるしかない」
　城島氏「（こっちは）難しいね」
　民主党の輿石東幹事長は「解散先延ばし論者」であり、城島氏は窓口としては不適任という認識を示したようだ。民主党側の窓口は、野田首相周辺とみていい。
　《国対委員長会談の内容について、城島、岸田、漆原各事務所に問い合わせたところ、城島事務所は『事実とかけ離れている』と返答。岸田事務所は『議員と連絡が取れない』、漆原事務所は『特にコメントはない』と話している》
　それにしても、３党折衝を主導したのはやはり公明党だった。そのあたりの事情を、同党の元参院議員が語る。
　「公明党は、民主、自民両党だけで消費税増税や大連立が進むことを警戒して、修正協議に参加した。ところが、支持団体や支持者は増税に猛反発した。そこで、公明幹部が３カ月かけて増税の必要性を説明して、ようやく納得してもらった」
　「そんなとき、今回の政局がおきた。いまさら、ちゃぶ台をひっくり返されたら、組織全体が大騒ぎになる。だから、『増税法案は成立させ、解散はその後で考える』とした。自民党は選挙で協力を得るためには、公明党の意向を無視できなかった」
