世界は間違いなく「水争奪の時代」に突入する。国連の予測でも、２０２５年までに世界人口の３分の２が、水不足に直面するとされている。
原因は人口増だけでない。新興国の経済成長による食料需要の質の変化も水不足に拍車をかけている。ステーキを食べるには牛に飼料を与えなければならず、牧草や穀物の栽培に多くの水を要することになる。
地球は水の惑星だが、９７・５％が塩水だ。人類が利用可能な河川水などは、地球の水の０・０１％にすぎないのだ。
それに加えて、気候変動の影響で雨の降り方がおかしくなっている。日本では、大雨が増加する一方で、総雨量は年々、右肩下がりとなっている。渇水の危機はアフリカだけでない。

「体に優しくて、しかもおいしい水」ということであれば、日本が一番でしょう。
そういえば今夏は水不足の話がまったく出ませんでしたね。５、６月に土砂災害が起きるほどの雨が続いたからかな。
日本の得意な海水濾過のコストが下がれば、とりあえず飲料水だけは確保できそうです。

東京都が「都民の水」の貴重な供給源になっている多摩川の豊かな水流を保全しようと、都と山梨県にまたがる上流の民有林買収計画を進めている。
都が水源の民有林買収に乗り出すのは初めて。都は「おいしい東京の水の維持が狙い」と話している。
都によると、買収計画の対象は東京都奥多摩町、山梨県甲州市、丹波山村、小菅村に広がる計約１万ヘクタールの民有林（一部は飛び地）。都が第１弾としてモデル買収の意向を４市町村に示したところ、山梨側の地権者から４件、奥多摩町から１件の売却申し出があった。
都は明治期に、これら４市町村の計約２万２０００ヘクタールの森林を国から譲り受け、「水源林」として管理を続けてきた。買収計画の対象地は「水源林」に囲まれており、都は可能なら、ゆくゆくは一帯を「水源林」で埋めようと考えている。
