かつての日本、特に田舎では、知らない人に声をかけることは迷惑でも失礼でもありませんでしたが、現在の日本では、知らない人に声をかけることは迷惑や失礼とみなされています。
見知らぬ人に突然声をかけられれば身構えてしまいますし、そうでなくても、キャッチセールスのたぐいが横行しています。だから、知らない人に声をかける際に「失礼します」とか「すみません」といった”おことわり”が必要なのはわかる話です。

ワイズ‐スペンディング（wise spending）
「賢い支出」という意味の英語。経済学者のケインズの言葉。不況対策として財政支出を行う際は、将来的に利益・利便性を生み出すことが見込まれる事業・分野に対して選択的に行うことが望ましい、という意味で用いられる。
