Flooding brings chaos to Philippine capital

Manila, Philippines (CNN) — Flood waters were rising around the Philippine capital on Tuesday as torrential rains that have killed more than 50 people in recent weeks continued to drench the country.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) issued a red alert signal for the metropolitan region of Manila, the capital, warning of serious flooding in the urban heart of the Philippines.
Deep water in many parts of metropolitan Manila blocked roads, stranded cars and flooded homes. In several areas, the water was waist deep or higher, the Metropolitan Manila Development Authority said in its Twitter feed.

Floods paralyse Philippine capital Manila
At least eight people have been reported dead as torrential rain caused flooding that paralysed most parts of the Philippine capital, Manila.
The flooding – neck-deep in some areas – forced tens of thousands of people to flee their homes, closing schools, offices and the stock exchange.
Eight members of one family died after a landslide hit shanty houses in Quezon City, reports said.
More than 50 people died when Typhoon Saola struck more than a week ago.

　マニラや周辺地域のダムから水があふれており、国家災害対策本部のラモス本部長は「マニラ首都圏の５０％が洪水に見舞われた」と述べた。国軍や救助隊が住宅に取り残された住民らの救出作業に当たっている。

フィリピンのマニラ首都圏を中心としたルソン島の多くの地域で５日から雨が降り続き、７日には首都圏や周辺にある複数のダムから水があふれるなどして洪水が相次ぎ、約２５万人が避難、土砂崩れで少なくとも９人が死亡した。災害当局者が７日午後、明らかにした。
　土砂崩れがあったのは、首都圏ケソン市。民家数軒が巻き込まれ、９人が亡くなったほか、２人がけがをした。死傷者に在留邦人が含まれているとの情報はない。
　マニラ首都圏や周辺の州では７日、主要道路が冠水し、官公庁や大半の学校、事務所が休みとなった。

フィリピンのマニラ首都圏などを襲っている豪雨は７日も続き、浸水などの被害が深刻化している。土砂崩れで１１人が死亡した。
ケソン市では土砂が住宅２棟をのみ込んだ。死者は全員同じ世帯の家族で、このうち３人が子どもだったという。さらに４人が負傷した。先月末からの豪雨による死者は、５０人を超えている。
首都圏の降雨量は同日だけで５０４ミリに達した。気象当局は、季節風と台風の影響で８日も激しい雨が続くとの見通しを示し、厳重な警戒を呼びかけた。
水害で家を追われた人は全国で１３万人近くに上り、約７万７０００人が避難所生活を強いられている。

同国の災害当局によれば、首都の半分以上が冠水しており、水深は最大で３メートルの所もある。学校や企業が閉鎖されているだけでなく、金融市場も取引を停止。逃げ場を失い屋根に上ったまま孤立している住民もいる。
アキノ大統領はマニラで開いた緊急会議で、洪水被災地の住民救助に尽力するよう指示。軍や警察などが動員され、水陸両用トラックも出動して対応に当たっている。
フィリピンでは２００９年にも台風の影響で７００人以上が死亡、１０億ドル規模の損害が出ており、「３年前の繰り返しはごめんだ」と話す住民もいた。
